Michael O. Hill, Principal & Founder
Alba was created in 2004 by Michael Hill, who has been an environmental attorney since 1986, and simultaneously a licensed surplus lines broker since 2004. Prior to starting Alba, Michael served as a Trial Attorney at the U.S. Department of Justice, where he received DOJ’s Awards for Outstanding Service and Special Achievement; as Partner in a large Washington, D.C. law firm, where his clients included TRC Companies (a pioneer of fixed-price cleanups and then the largest user of environmental insurance); and as Chairman of Marsh’s Environmental Practice (then the world’s largest broker of environmental insurance). Following his nomination by the White House Council on Environmental Quality, from 2010-2012 and while also co-managing Alba, Michael served as COO and General Counsel of the $773M Trust established by the U.S. and 15 State and Tribal Governments to remediate and reuse the 89 industrial properties left behind in the GM bankruptcy.
Michael graduated from Williams College where he majored in Political Economics with focus on Environmental Studies; he attended Vermont Law School for his first year of law school and graduated from Yale Law School, where he served as an editor of the Yale Law Journal. Michael is a member of the bar in New York, Vermont and Washington, D.C.

Jacquelynn Perez, Law Clerk
Jacquelynn Perez is a third-year Juris Doctor candidate at Vermont Law and Graduate School, set to graduate in May 2025. Throughout her studies, Jacquelynn has specialized in environmental law, serving as a Research Associate at the Institute for Energy and the Environment. In this role, she has authored and contributed to pivotal research on environmental and energy law topics. As a clinician at the Institute, Jacquelynn played an integral role in hands-on projects, including the development of community solar initiatives for low-income communities throughout New Hampshire. With over eight years of legal experience prior to law school, Jacquelynn has honed her skills in research, writing, and client service.
Jacquelynn holds a B.A. in International Business, with a minor in Foreign Trade and Investments, from Florida International University, where she graduated cum laude. At Alba, Jacquelynn supports clients with meticulous legal research and organizational expertise.

Samuel Crocker, Law Clerk
Sam Crocker is a third-year Juris Doctor candidate at Vermont Law and Graduate School, expected to graduate in May 2025. He transferred from William and Mary Law School to VLGS to focus on environmental law. At VLGS, Sam is an active member of the Food and Agricultural Law Society and serves as a Student Clinician at the Energy Clinic, where he advocates for solar policy and legislation in Vermont.
Sam holds a B.A. in Biology, with a minor in Studio Art from Wheaton College in Massachusetts. He also gained international experience studying Arctic conservation and environmental law in Denmark and Norway. Prior to law school, Sam worked in product management at Enernoc/Enel X and in human resources at Brooks Automation, and facilitated Zoom depositions during the pandemic.
